Compliance agreement with the Commissioner of Canada Elections, 4 Jul 2017: two 2015 government announcements he made as a minister, in a shirt with the party logo, "had the effect of circumventing the rule" on who may give to a party. Not an admission of guilt in the criminal sense, it says.
